Beccaria's Principle of Swift and Certain Punishment

Beccaria argued that punishment should not be excessive because excessive punishment can breed further crime: offenders may take more extreme actions to avoid consequences for the initial offense. He also maintained that punishment should be swift and certain, and that certainty deters crime more effectively than severity.
